The collapsing housing market in the country has injected a fear in the ever increasing housing rates. Though the rates of houses are falling visibly, still the builders are holding the highly inflated rates. And now the builders are proposing to construct affordable housing. Many government activities affect housing. In fact housing construction and use is probably the most heavily regulated and taxed of major economic activity in India.

There is no relief in taxes and there is no end to the greed of the builders. Throughout the years, 2007 and 2008, the rates of flats have suddenly increased many fold, say upto 100% to 400% and thus were, and still are, out of the reach of the middle class home buyers. The stamp duty offices have very few flat buyers to pay stamp duty. The housing finance companies have reduced the interest rates, but still the affordability factor prevents the flat buyers to go for it. On the top of it super-built up area syndrome, remains undefinable. Now the builders are on the band- wagon of affordable housing. 

They are offering yet to be constructed flats to the buyers in the distant suburbs, which have no infrastructure to support. In Karjat, Virar, Ghodbunder Road Thane, Mira Road and other such areas, the builders have announced their township minus any infrastructure. The quality of construction is very poor and may not last in the time to come. In fact there is total anarchy on the housing front. The nexus of builders and government officials is so strong that more and more slums are coming up in stead of social housing. 

There is ample and encroached by slums in most of the cities and specifically in Mumbai. So why slum redevelopment schemes are not taken up. They are all involved in the legal and procedural labyrinth to no end, because of vested interests of official and builders. There is, now only way to provide affordable housing to the houseless millions, the government must come forward and frame such rules and procedures to give a quantum boost to the dismal condition for affordablehousing. It is the time when government must make clear cut schemes and deposit the money taken from purchasers in dedicated accounts created for the purpose and negotiate with the builders to allot houses to the masses to make the year 2009 as the year for social housing.
